Second Meeting of the Heads of Blood Transfusion Organizations/Authorities of ECO Member States

(Ankara, 26 – 27 April 2010)


The Second Meeting of the Heads of Blood Transfusion Organizations/Authorities of ECO Member States was held in Ankara, Republic of Turkey on 26-27 April, 2010 hosted by the Ministry of Health of the Republic of Turkey and Turkish Red Crescent Society in collaboration with the ECO Secretariat. Delegates from the Islamic Republic of Afghanistan, Republic of Azerbaijan, the Islamic Republic of Iran, the Islamic Republic of Pakistan, the Republic of Tajikistan, the Republic of Turkey and the Republic of Uzbekistan as well as officials of the ECO Secretariat participated in the meeting.

His Excellency Prof. Dr. Nihat TOSUN, Undersecretary of the Ministry of Health of the Republic of Turkey, inaugurated the Meeting. Mr. Ahmed Lutfi Akar, Vice President of the Turkish Red Crescent Society, Amb. Hassan Taherian, the ECO Deputy Secretary General, Professor Hassan Abolghasemi, Managing Director of the Iranian Blood Transfusion Organization and Prof. Dr. Cevdet ERDÖL, President of Health Commission of Grand National Assembly of Turkey also made statements during the inaugural session. 

The participants reviewed the current status of blood transfusion in their respective countries and in the region, exchanged ideas on the role of IT in achieving a safe blood infrastructure complying with international standards, The best IT Application for Safe Blood, National Guidelines in Blood Banking and Education in Blood Banking blood, Plasma Fractionation and research and academic collaboration on blood transfusion. The meeting reconfirmed the importance of setting up the “ECO Blood Safety Network”. As the first step, the Member States were requested to fill in the questionnaire, prepared based on the WHO model, and return it to the IBTO to move further.

The meeting appreciated Afghanistan, Azerbaijan, Iran, Pakistan and Turkey for nomination of their focal points on blood transfusion cooperation and requested the remaining Member States (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) to expedite nominating their focal points on the subject, giving all relevant particulars, including Name, Position, Tele, Fax, and E-mail addresses at the earliest.

The meeting also requested the Member States to propose activities on remaining priority areas approved by the First Meeting of the Heads of Blood Transfusion Organizations/Authorities. These would include; GMP in blood banks; Incorporation of IT and Automated Screening in blood transfusion system; Procurement collaboration (Blood bags and equipments); Haemovigilance and Collaboration in Plasma Industry.

The Republic of Azerbaijan would host the 3rd Meeting of the ECO Heads of Blood Transfusion Organizations/Authorities of ECO Member States in 2012 at Baku.
