The 10th ECO Summit held in Tehran, on 11th March, 2009

The 10th ECO Summit was held in Tehran, the Islamic Republic of Iran, on 11th March, 2009. The meeting was attended by H.E. Mr. Hamid Karzai, President of the Islamic Republic of Afghanistan, H.E. Mr. Ilham Aliyev, President of the Republic of Azerbaijan, H.E. Dr. Mahmood Ahmadi Nejad, President of the Islamic Republic of Iran, H.E. Mr. Karim Massimov, Prime Minister of the Republic of Kazakhstan, H.E. Mr. Babanov Omurbek, First Deputy Prime Minister of the Kyrgyz Republic, H.E. Mr. Asif Ali Zardari, President of the Islamic Republic of Pakistan, H.E. Mr. Emomali Rahmon, President of the Republic of Tajikistan, H.E. Mr. Abdullah Gul, President of the Republic of Turkey, H.E. Mr. Gurbanguly Berdimuhamedov,          President of Turkmenistan and H.E. Mr. Ilgizar Sobirov, Speaker of Senate of the Republic of Uzbekistan.

His Highness Sheikh Hamad bin Khalifa Al Thani, the Amir of the State of Qatar, His Excellency Mr. Jalal Talabani, the President of Iraq, His Excellency Mr. Farouk al-Sharaa, the Vice-President of Syria, His Excellency Prof. Ekmeleddin Ihsanoglu, the Secretary General of OIC, and His Excellency Mr. Miguel d`Escoto Brockmann, the President of the United Nations General Assembly, attended the Summit as Special Guests. The ECO Secretary General and representatives of International Organizations participated in the meeting. The 18th Meeting of the Council of Ministers, preceding the Summit was attended, among others, by the President of the Islamic Development Bank, the UN Secretary General’s Special Representative for Afghanistan, the Executive Secretary of the UNECE and the Director General of CICA.

H.E. Dr. Mahmood Ahmadi Nejad, President of the Islamic Republic of Iran, was unanimously elected as the Chairman of the 10th Summit.  He appreciated ECO’s performance in various fields, reiterated his Government’s commitment to the objectives of the Organization and expressed the hope that progress towards regional integration would be further accelerated. The Heads of State/Government of the Member States underscored the need for expansion of cooperation in various fields under the framework of ECO and reaffirmed their support to the goals and objectives of the Organization. 

The Heads of State/Government discussed important regional and international issues, including the global economic crisis. They reviewed the performance of the organization, the progress made since the previous Summit (Baku, 2006), the challenges and opportunities lying ahead and gave directions to pace up progress in various sectors. 

The Summit was preceded by the Senior Officials’ Meeting (SOM) on 7-8 March, 2009 and the 18th Council of Ministers’ Meeting (COM) on 9th March, 2009.  His Excellency Mr. Manouchehr Mottaki, the Foreign Minister of the Islamic Republic of Iran, who had chaired the COM, submitted his report to the Summit on the deliberations of the 18th COM.  The Secretary General of ECO, Mr. Khurshid Anwar, in his report to the Summit, outlined the performance of the Organization since the 9th ECO Summit held in Baku in May 2006. 

During the Summit, ECO Excellence Awards were conferred on nationals of the ECO Member States.  The awards were given in the field of Economics, History, Culture and Fine Arts, Science and Technology, Education, Agriculture and Environment.

The Summit unanimously adopted the Tehran Declaration which provides guidelines to the Organization in all areas of ECO activity.  Pakistan would host the 11th ECO Summit in 2010.
