The First Meeting of the ECO Council of Bureaux (ECO-CB) of the White Card Scheme was held at the ECO Secretariat in Tehran on 18-19 August, 2009. It was attended by delegations from eight ECO Member States, namely the Islamic Republic of Afghanistan, the Islamic Republic of Iran, the Republic of Kazakhstan, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Republic of Tajikistan, the Republic of Turkey, and Turkmenistan as well as the delegation of the ECO Secretariat. The Meeting was inaugurated by Mr. Mohammad Mirzaei Kahagh, Director Transport and Communication of the ECO Secretariat. In his inaugural statement, Mr. Mirzaei highlighted the importance of the regional insurance of motor vehicles to cover third party liability in international road transport. He mentioned that compulsory insurance at the regional level would ensure that everyone who might cause damages to other people in terms of bodily injury and property in another country is capable of paying for that damage. The ECO White Card Scheme is meant to play this important role in the region. He hoped that the Meeting would put practical guise on the White Card Scheme, which had already been approved by the Extraordinary Meeting of the Transit Transport Coordination Council (July 2008, Tehran). The meeting considered ways and means to implement the ECO Motor Vehicle Third Party Liability Insurance Scheme (White Card) and approved the functions and duties of the Chairperson of the Council of Bureaux suggested by the ECO Secretariat. It took measures for preparation of a comprehensive mechanism for contributions of the Member States and the budget of the Council, as well as a comprehensive mechanism for implementation of the White Card Scheme in the light of the TTFA. It also agreed on arrangements for issuance and management of the White Card. The Meeting also considered ways and means for organizing short term training programmes to insurance staff of the ECO Member States on subjects related to implementation of the White Card Scheme. It was agreed to have a special capacity building programme for the Member States. Turkey and Iran, who have the experience of working with the Green Card, agreed to prepare a guidelines for setting the insurance tariff rules, collection of premiums, payment of claims, rules and rates of handling fees, and implementation of the Guarantee Mechanism for the White Card. The Meeting appreciated the Islamic Republic of Iran for seconding an officer to the ECO-CB Office established at the Secretariat in November 2008. The Meeting considered ways to intensify cooperation with the Council of Bureaux of the Green Card System and other successful regional MVTPLI Schemes.
