The Second Meeting of the Road Committee of TTCC

The Second Meeting of the Road Committee of the Transit Transport Coordination Council (TTCC) was held at the ECO Secretariat on 13th December, 2008, with the participation of delegations from Afghanistan, Azerbaijan, Iran, Pakistan, Tajikistan, Turkey and Uzbekistan. Representatives of the International Road Transport Federation (IRF), the United Nations Economic Commission for Europe (UNECE), and International Road Union (IRU) also attended the meeting.

The Meeting considered the status of implementation of Article 5 of the TTFA (exemption of traffic-in-transit by motor vehicles from customs duties, taxes and other levies and charges) and decided to ensure that quotas and limitations for issuance of permits for transit vehicles of other contracting parties were removed by all the TTFA Contracting Parties.

The Meeting elaborated on the technical requirements of vehicles envisaged in Article 18 and Annex II of the TTFA and requested the member states to submit regular reports on the observation of the technical requirements of road vehicles as stipulated in Article 18 and Annex-IV of TTFA.

The meeting adopted measures for early publication of the ECO Road Network Map and the Transit Routes Maps based on the technical specification envisaged in the Annex-I of the TTFA.

The meeting considered the latest status of accession to, and implementation of, international conventions envisaged in the relevant provisions of the TTFA.

Measures were adopted to have the recent MOU between the ECO and IRU implemented effectively. The member states agreed to support IRU to organize its planned truck caravan projects, notably the UNESCAP Asian Highway Truck Caravan, in 2009. IRU and UNESCAP were requested to consider a mechanism to institutionalize the ECO Secretariat’s involvement in this and similar other initiatives covering the ECO region.

The Committee welcomed the presentations by UNECE representative concerning UNECE international legal instruments in the area of transport. The Committee noted the importance of accession to, and effective implementation, of UNECE conventions and agreements in particular, the TIR and harmonization conventions.

The Honorary Director General of the International Road Federation presented elements for consideration in the development of transport corridors in the ECO region.
