The National Workshop on Multimodal Transport in the Republic of Azerbaijan was held in Baku on 10-11 September 2008. It was arranged under the auspices of the ECO / IDB / UNCTAD Joint Project for Multimodal Transport in the ECO Region. The two-day workshop attracted high-level participants from governmental and non-governmental sectors. Gathered about 30 stakeholders who, along side representatives from UNCTAD, IDB, IMMTA (International Multimodal Transport Association) and ECO Secretariat, deliberated on ways to develop MMT throughout the ECO region. The objective of the workshop was to promote to exchange of information and experiences on MMT development, identify gaps and challenges and to highlight model good practices applicable at national and regional levels. The workshop was opened by Mr. Sadraddin Mamanadov, Head of Transport Policy and Economy Department of the Ministry of Transport of Azerbaijan. Mr. Mohammad Mirzaei Kahagh, Director Transport and Communications of ECO, and Mr. Sham Bathija, Representative of UNCTAD, also spoke at the inauguration. Discussions during the workshop focused on the progress, challenges and sustainable ways for MMT development in Azerbaijan. The participants come up with a set recommendations, including the following: - Setting national policies for multimodal transport development and their integration into regional initiatives; - Effective enforcement of the Transit Transport Framework Agreement (TTFA); - Ensuring that flexible custom rules and administrative procedures are in place and to establish, to this end, a National Committee for Transit and Trade Facilitation. - Timely enforcement of the ECO Motor Vehicle Third Party Liability Insurance Scheme (ECO White Card); - Promoting Know-How among operators of multimodal transport (MTO) through establishing national professional associations of freight forwarders. The next National Workshops on Multimodal Transport in Tajikistan and the Kyrgyz Republic will be held on respectively 8-9 October, 2008 in Dushanbe and 20-21 October, 2008 in Bishkek.
