The ECO-ISDR Workshop on the Global Assessment Report on Disaster Risk Reduction & Progress Review & Reporting Framework on the Implementation of Hyogo Framework for Action (HFA) in the ECO Region was held on 1-2 July, 2008, at the ECO Secretariat in Tehran. It was organized in collaboration with the UN International Strategy for Disaster Reduction (ISDR). The Global Assessment Report (GAR) would be launched by United Nation's Secretary General in May 2009 and will be presented to the second session of the Global Platform on Disaster Risk Reduction in June 2009 in Geneva. The GAR will contain a global Risk up-date, a thematic analysis of key disaster reduction issues and a review of progress in HFA implementation at all level. Representatives of the Embassies of ECO member states, Afghanistan, Azerbaijan, the Iran, Pakistan, Tajikistan and Kazakhstan in Tehran, Representatives of the UN Specialized Agencies, Iranian Institutions and the ECO Secretariat attended the workshop. The key issues raised by the participants during the workshop were: 1- GAR: Objectives, process, deadline etc were clarified during the meeting. The deadline for reporting on HFA implementation is the end of September which would not be extended. Different actors should support countries in reporting. The role of ISDR and ECO Secretariat would be important in this regard. 2- The participants emphasized that reporting should have a solid basis. It should have the key components of DRR. These include (i) Focus on vulnerability towards all hazards (ii) Multi-hazard approach (iii) Multi-stakeholder approach (iv)Multi-Sectoral approach v) People Centered approach (vi) A strategic vision and long-term approach. 3- The following issues were also discussed during the meeting: a- Enhance regional, local and national capacity for implementing HFA b- Need for effective information sharing c- Benefiting from existing capacity in the region like ASRC d- Need for more and better coordination e- Need to secure more sustainable resources, long term resource mobilization f- Need for a regional disaster risk reduction fund g- Complementarities between DRR and DM h- Nature of GAR assessment ( Which is self-assessment) i- Need for having national –local system of monitoring implementation of HFA j- Guarantee for implementation of HFA, Primary responsibility of states with responsibility of other regional and international partners k- Regional collaboration on HFA, 48 time repeat of the word regional in HFA l- Role of ECO for this region, need for cooperation of ECO countries
