The Extraordinary Meeting of the Transit Transport Coordination Council (TTCC) was held at the Head Quarters of the Central Insurance of Iran in Tehran on 21 July 2008. It was attended by delegations from six ECO Member States, namely the Republic of Azerbaijan, the Islamic Republic of Iran, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Republic of Tajikistan, and the Republic of Turkey, as well as a delegation of the ECO Secretariat and the Honorary Director General of the International Road Federation. The Meeting was inaugurated by Mr. Mojtahed Soleimani, Permanent Representative of the Islamic Republic of Iran in the TTCC. In his inaugural statement, Mr. Soleimani noted that no organization was presently responsible for covering damages caused by road accidents at the regional level or for compensation to victims of accidents by motorists from other member states. He expressed the hope that the ECO White Card would effectively resolve this major obstacle to development of road transit transport in the region. The meeting approved the ECO Interim Motor Vehicle Third Party Liability Insurance Scheme (ECO White Card) as adopted by the 2nd Meeting of the Insurance Committee of the TTCC (Tehran, 20 July 2008). Accordingly, the ECO White Card Scheme came into force from 21 July, 2008, as per Article 6, Annex V of the TTFA. The Meeting endorsed the decisions of the 2nd Meeting of the Insurance Committee on ways and means to enhance the capacity of the member states for implementation of the White Card Scheme. It also agreed to establish the Council of Bureaux as well as other necessary arrangements for enforcement of the White Card Scheme. While appreciating the initiative for setting up the TTFA Fund, the meeting decided that a TTFA Unit would be established at the ECO Secretariat to ensure that all the measures, activities and projects approved for implementation of the TTFA were followed up effectively. The TTFA Unit would be staffed with qualified professionals to function under the ECO's Directorate of Transport and Communications.
