The 3rd Meeting of the Transit Transport Coordination Council (TTCC)

The 3rd Meeting of the Transit Transport Coordination Council (TTCC) was held at the Secretariat in Tehran on 15 December, 2008. Delegation from Afghanistan, Azerbaijan, Iran, Pakistan, Tajikistan, Turkey and Uzbekistan, as well as the representatives of the ECO Secretariat, International Road Transport Union (IRU), and UNCTAD attended the meeting.

The Council approved the reports of the recent meetings of its auxiliary bodies, including the 1st Meeting of the Railway Committee (12 December 2008), the 2nd Meeting of the Road Committee (13 December 2008), and the 2nd Meeting of the Transit Trade Committee (14 December 2008).

The Meeting decided on the operational arrangements for conducting a number of transport-related events in 2009, including the next meetings of the TTCC and its auxiliary bodies; the joint ECO/UNECE/IRU workshop on accession to, and implementation of, the inter-national conventions mentioned in TTFA; and a joint meeting on the legal issues of railway transit transport, with the participation of UNECE, OSJD, OTIF, UIC, UNESCAP and other relevant international and regional institutions.

The Council decided that the joint ECO/IRU/UNECE regional workshop for capacity building on international conventions mentioned in the TTFA, should consider development of a roadmap for implementation of the relevant conventions, in particular the TIR convention, in ECO region. UNESCAP and other relevant international organizations should be invited to this workshop.

Expressing its satisfaction with the approval of a US$512,000 in Technical Assistance (TA) Grant by IDB and ECO Feasibility Study Fund for preparation of a regional programme on implementation of the TTFA, the Meeting agreed steps to be taken by the ECO Secretariat and the Member States for effective implementation of the TA project.

The Council expressed its satisfaction over finalization of the trilateral Agreement between ECO, IDB and UNESCAP, aimed at implementing the TTFA and developing Trans Asian Railway and Asian Highway Projects of UNESCAP, in the ECO Region.
