The 4th Meeting of the ECO Postal Authorities was held in Baku, the Republic of Azerbaijan, on October 9-10, 2007. The representatives of Azerbaijan, Iran, Kazakhstan, Pakistan, Tajikistan, and Turkey, as well as the representatives of the ECO Secretariat participated in the meeting.

His Excellency Mr. Iltimas Mammadov, Deputy Minster of Communication and Information Technologies of Azerbaijan, inaugurated the Meeting. Referring to the meeting coinciding with the World Post Day, Mr. Mammadove underlined the importance of postal cooperation among the ECO member States. Dr. Serik Alybayev, the Deputy Secretary General of ECO, in his inaugural statement, dilated on the possible areas for enhanced cooperation in the field of postal services in the region.

The meeting adopted a procedure for postal cooperation to be reflected in the second programme of Action for ECO Decade of Transport and Communication. Concrete projects and measurable targets would be proposed for that purpose.

While appreciating the trend toward privatization of postal services in the region, the meeting decided to set up a technical committee to promote exchange of experience in this area, and in cost accounting models. The committee will be convened in 2008 in Iran. The meeting decided to set up another specialized committee to work out the technical and operational aspects of establishing linkages between the postal financial services and e-shopping facilities of the member states. The committee will be convened in Turkey in the early 2008.

The meeting, noted with satisfaction that the ECO Postal Website was visited by 39000 users so far and agreed to update the design of the website and the information available on it.

The meeting decided to expand cooperation among the member states for organizing training courses for postal staff. It had already been initiated by the Islamic Republic of Pakistan to train the staff of Azerbaijan postal services.

The meeting emphasized the potential role of video conferences for operational coordination and for organizing long distance postal training courses. Iran, Kazakhstan and Turkey offered to assist other member states in this regard.

The meeting decided to issue a common stamp on the occasion of the 10th ECO Summit to be held in 2008.

The meeting agreed to follow up the proposal to promote the Payam Airport of Iran as a transit and logistic center for the region.

The 5th meeting of ECO postal authorities will be held in the Islamic Republic of Pakistan in May 2008.
