A meeting of the Taskforce on finalizing the Statute of RISCAM was held on 12-14 February 2007 in Ankara, hosted by the Republic of Turkey. Delegates from Iran, Kazakhstan, Pakistan and Turkey and ECO Secretariat attended. It was inaugurated by H.E. Mr. Rasim Yilmaz, Secretary General of the Turkish Standards Institution (TSE).
The meeting considered the Draft Statute of RISCAM and finalized all issues except article 5.4.1.10 regarding the cost incurred by the secretariat of each of Technical Management Board. It was suggested that the 17th Com while approving the Statute, may as well decide that.
The Heads of delegations signed the draft Statute of the RISCAM which it was agreed, would be submitted to 17th Regional Planning Council (RPC) before it could be forwarded to the 17th Council of Ministers (COM) for approval.
The meeting noted that there was a need for steps forwards the early establishment of RISCAM and be explored for parallel to the ratification process of the Statute, there may be a possibility for the interim arrangements to provisionally implement the Statute.
The meeting recommended to the CPR to workout a roadmap. It may include, at the first stage that the ECO Secretariat shall act as the provisional Central Secretariat to prepare relevant documents of RISCAM. At the second stage, the RISCAM Headquarter and Secretariats of Technical Management Boards will provide the necessary infrastructure and, at the third stage, which will commence with entry into force of Statute, RISCAM will become fully operational.
