The Second Meeting of the ECO Transit Transport Coordination Council (TTCC), the coordinating body of the Transit Transport Framework Agreement (TTFA), was held in Baku on September 25-26, 2007. The representatives from the Republic of Azerbaijan, the Islamic Republic of Iran, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Republic of Tajikistan, and the Republic of Turkey, as well as representatives of the ECO Secretariat, Islamic Development Bank (IsDB), International Road Transport Union (IRU), and United Nations Conference on Trade and Development (UNCTAD) participated in the meeting.
His Excellency Mr. Musa Panahov, Deputy Minister for Transport of the Republic of Azerbaijan inaugurated the Meeting. In his inaugural address, appreciated the efforts made to implement the TTFA. Dr. Serik Alybayev, the Deputy Secretary General of ECO also briefed the meeting about the latest developments in implementation of the TTFA.
The Meeting thoroughly considered and approved the reports of the First Meetings of the Railway (Ankara, March 14-15), Insurance (Tehran, 29-30 May), and Road Committees (Islamabad, 17-18 September, 2007) of the TTCC.
The Meeting finalized modalities for establishment of ECO Fund for implementation of TTFA. The Meeting approved the outline of a technical assistance project to be financed by IsDB. Other arrangements were also discussed to ensure active involvement of IsDB, IRU, and UNCAD in implementation of the TTFA.
The TTCC held a joint Meeting with the Council of Heads of Customs Administrations (CHCA) to consider ways and means for implementation of the customs related provisions of the TTFA. This joint Meeting decided that the ECO Transit Trade Committee be established to cover all the related matters.
