The First Meeting of the Transit Transport Coordination Council (TTCC) for Implementation of Transit Transport Framework Agreement (TTFA) was held in Baku/Azerbaijan on September 25-26, 2006. Delegations from seven Member States participated in the meeting. These included, Azerbaijan (host country), Iran, Kyrgyzstan, Kazakhstan, Pakistan, Tajikistan and Turkey.
The meeting was held under a positive and cooperative spirit and discussed important issues including: preparing a mechanism for establishment of auxiliary bodies of TTCC, Third Party Liability Insurance Scheme, providing a mechanism for cooperation and coordination between TTCC and Cooperation Council of ECOTA as well as other projects such as ECO Trade & Development Bank and ECO Re-Insurance Company.
After deliberations, the meeting agreed to set up four committees as auxiliary bodies of TTCC namely: Road Committee, Railway Committee, Legal Committee and Insurance Committee. Turkey, Iran and Pakistan volunteered to host the first meeting of Committees of Railway, Insurance and Legal respectively. Also, it was decided to refer the implementation of Annex-IIV of TTFA (including provision of a mechanism for Guaranteeing Associations) to the Council of Heads of Customs Administrations (CHCA) Meeting which will be held in the near future in Turkey.
The meeting noted that, the Third Party Liability Insurance Scheme is an incoherent component of transport activities and, therefore, recommended the Member States to strengthen the legal infrastructure of their insurance system. Also, the meeting requested those Member States which have not ratified the TTFA namely Turkey and Turkmenistan to expedite the ratification process of this Agreement.
