The 3rd meeting of the Task Force on establishment of ECO College of Environment was held on 17-18 April 2006 in Ankara, with participation of the representatives of Iran, Pakistan and Turkey as well as ECO Secretariat. At this meeting, the Task Force, which dealt with the subject-matter fulfilling the respective decision of the Second ECO Ministerial Meeting on Environment, prepared its final report, which will be distributed to all member states and then considered at the upcoming meeting of the ECO Working Group on Environment (WGE), scheduled to be held on 21-22 May 2006 in Tehran, and thereafter this matter will be brought to the upcoming third ECO Ministerial meeting on Environment.
The Task Force made the following recommendations:
a. To consider creating an “ECO Institute of Environmental Science and Technology” instead of the ECO College of Environment to facilitate the mutual provision and exchange of research and higher educational services as well as special training courses among the member states. b. To designate the “College of Environment”, Tehran, Iran as the Host organization of the “ECO Institute of Environmental Science and Technology”, that will carry out its functions in coordination with the ECO Secretariat. c. The Dean of the College will draft the detailed Strategic Plan of the Institute to be presented in the meeting of the WGE to be held on 21-22 May 2006 at Tehran, Iran. d. The President of the Institute will be appointed by the Council of Permanent Representatives (CPR) on the proposal of the ECO Secretary General. e. The President of the Institute will report to a Governing Board comprising of the Environment Ministers/Deputy Ministers of the member states who will provide overall guidance and supervision. f. Every member state will appoint a National Academic Coordinator as a focal point for liaising with the Institute on regular basis.
At the end of the meeting, the participants expressed high appreciation of the hospitality and cooperation provided by the host authority- Ministry of Environment and Forestry of Turkey.
