The Economic Cooperation Organization (ECO) is planning to establish a Regional Organization on Standardization, Conformity Assessment, Accreditation and Metrology (ROSCAM) recognizing the importance of the standardization, conformity assessment, accreditation and metrology for enhancing trade and competetiveness.
The Experts of the ECO Member States in the fields of Standardization, Conformity Assessment, Accreditation and Metrology met on 12-14 July 2005 in Gebze, near Istanbul-Turkey for considering the Draft Statute of the proposed ROSCAM and Draft Strategy for cooperation on Standardization, Conformity Assessment, Accreditation and Metrology. The Meeting was chaired by Mr. Ahmet Kurter, Assistant Secretary General of the Turkish Standards Institution.
The ROSCAM will harmonize standards, conformity assessment, accreditation and metrology practices of ECO member states. The major objectives of the establishment of ROSCAM are:
The Economic Cooperation Organization is also preparing ECO Regional Strategy on Standardization, Conformity Assessment, Accreditation and Metrology. The strategy will facilitate the development and implementation of proper technical infrastructures for the fields. The strategy would (i) serve the member bodies in the fields to enhance competitiveness of the member states in the global market, (ii) support uniformity of measurement and testing within the region, (iii) promote and support the its members in the development of regional and international standards and regulations, (iv) assist its members in implementation of international standards.
Various activities have been proposed in the fields of standardization, conformity assessment, accreditation and metrology in the strategy document such as development of regional standards, provision of services for the ECO member states in the fields, training courses and seminars to enhance technical capacity and human resources in the areas.
The documents would be submitted to the First Meeting of the Heads of Standardization Organiztion scheduled to be held on 3-4 August 2005 in Tehran-I.R. Iran. The documents would finally be submitted for the ECO Ministers on Industry for approval/signatures.
