Memorandum of Understanding between THE Secretariat of SHANGHAI COOPERATION ORGANIZATION AND THE Secretariat of Economic Cooperation Organisation |

The Secretariat of the Shanghai Cooperation Organization (SCO) and the Secretariat of Economic Cooperation Organisation (ECO), hereinafter referred to as “Parties”,
Having in mind the Declaration on Establishment of Shanghai Cooperation Organization signed on 15th June 2001, the Charter of Shanghai Cooperation Organization signed on 7th June 2002 and the Treaty of Izmir signed on 14th September 1996 which set out the objectives and tasks of SCO and ECO respectively,
Desiring to strengthen cooperation and collaboration between the Parties for the benefit of their member states,
Have reached the following understanding:
Article 1
Areas of Cooperation
The Parties shall cooperate through exchanges of information and positive experiences in the following areas of mutual interest:
§ Economy and Trade;
§ Transportation;
§ Energy;
§ Environment;
§ Tourism;
§ Other areas.
Article 2
Modes of Cooperation
Both Parties shall draft a working programme to implement the above-mentioned areas of cooperation.
Any further specific technical and sectoral cooperation shall be accommodated by supplementary exchange of letters between the Parties as jointly decided upon.
To enable a more effective and mutually beneficial cooperation, representatives of the Parties, as jointly agreed upon, can be invited to appropriate events, organized in the framework of SCO and ECO.
The Parties will carry out yearly consultations on the basis of mutual agreement.
Article 3
Final Provisions
This Memorandum shall come into effect from the date of signing.
The Parties can introduce changes and amendments to this Memorandum, which shall be formalized through protocols signed by the SCO Secretary-General and the ECO Secretary-General and be an integral part of this Memorandum.
Any dispute or difference between the Parties arising from this Memorandum shall be settled through consultations and negotiations.
The validity of this Memorandum can be terminated by either Party subject to six-month advance written notice submitted to the other Party.
The Parties shall implement this Memorandum in conformity with their respective regulations, rules and administrative practices.
Signed at Ashgabat on 11th December, 2007, in two original copies in the English, Russian and Chinese languages, all texts being equally authentic.
