Memorandum of Understanding

between

World Meteorological Organization (WMO)

and

Economic Cooperation Organization (ECO)

( December 2004)

 

The World Meteorological Organization (hereafter referred to as WMO) and The Economic Cooperation Organization (hereafter referred to as ECO), hereafter referred to as Parties;

 

Considering the provisions of the Convention of the World Meteorological Organization, by which WMO was created in order to facilitate cooperation in the establishment of networks of stations for making meteorological, hydrological and other related geophysical observations; to promote the rapid exchange of meteorological information, the standardization of meteorological observation and the uniform publication of observations and statistics; to further the application of meteorology to water problems, agriculture, drought monitoring, disaster mitigation, ozone and pollution monitoring, monitoring of climate change, weather and climate-sensitive socio-economic activities, to promote operational hydrology and encourage research and training in relevant fields;

 

Noting the objectives of the Economic Cooperation Organization are: sustainable economic development of Member States; development of transport and communications infrastructure; economic liberalization and privatization; mobilization and utilization of ECO region's material resources; effective utilization of the agricultural and industrial potentials of ECO region; regional cooperation for drug abuse control, ecological and environmental protection, especially wetlands and drinking and using watersheds; and mutually beneficial cooperation with regional and international organizations;

 

Being aware of the need to develop close cooperation between WMO and ECO in areas of joint interest, and wishing to promote and strengthen such cooperation;

 

Agree to cooperate with a view to achieving of their shared objectives, in particular with regard to the promotion of sciences of meteorology, climatology and hydrology for the safety of human life and property, protection of the environment, sustainable economic and social development, and education and training in relevant fields as follows:

 

Article I        Exchange of information, representation and consultation

1.   The Parties shall, as needed, exchange information and documents concerning matters of joint interest.

 

2.   Each Party may invite the other to attend as an observer, in accordance with its own current procedures and practices, any conferences and meetings which it may hold on matters of joint interest.
 

3.   Wherever desirable and useful, the Parties shall hold consultations on matters of joint interest and on topics relating to their collaboration; to this end, they may decide, if necessary, to establish a joint commission or ad-hoc committees or commissions, pursuant to provisions and conditions to be established by joint agreement.

Article II        Cooperation Arrangements

1.   Within the framework of their respective activities, both Parties may agree to the design and implement joint cooperation projects, which may, more specifically, take the form of technical meetings, public seminars, thematic projects and support actions aimed at particular regions or countries.

 

2   Such projects shall be designed and implemented in accordance with specific arrangements, to be determined jointly by the relevant organ of both parties, setting the practical, technical and financial conditions for the participation of the Parties, whose availability shall be duly ensured.

 

3.  The Secretary General of WMO and the Secretary General of ECO shall adopt appropriate administrative measures to ensure effective cooperation and liaison between the Secretariats of both Organizations.

Article III        Publications

       Both organizations recognize the desirability of cooperation in regard to the exchange of relevant publications with a view to promoting optimum use thereof in the context of the work of the other Organization.

 

Article IV        Entry into force, amendments and duration of this Memorandum of Understanding

 

1.   This Memorandum of Understanding shall enter into force upon the signature by the duly authorized representatives of both organizations.

 

2.   This Memorandum of Understanding may be amended by joint agreement of the Parties.

 

3.   This Memorandum of Understanding may be denounced by either Party provided that six months' notice is given to the other Party. Denunciation of this Memorandum of Understanding by either Party shall in no way affect previous obligations.
