MANDATE
Economic Cooperation Organization, or ECO, brings together countries of Central and South Asia that once constituted a part of the great Muslim empire. They are bound not only by a common faith, a common history, common social and cultural matrix, but also shared aspirations of the prosperity and welfare of their peoples.
The region, throughout history, constituted one composite economic unit with constant and unrestrained flow of people, trade and knowledge.
The ten Muslim States, viz., Afghanistan, Azerbaijan, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Turkey, Turkmenistan and Uzbekistan, have decided to get together and work for the economic and social progress of the Member States. With the blessings of the governments of all the ECO Member States, a central resource pool has been created in the shape of ECO Consultancy and Engineering Company (Pvt) Ltd., or ECO-CEC, to assist in the development projects sponsored by ECO Member States or by its Investment and Development Bank.
The ECO founder states - Iran, Pakistan and Turkey - hold an equal share in ECO-CEC, Turkey being represented by two companies Iran and Pakistan, by one each.
SCOPE, FUNCTIONS AND ACTIVITIES
In actuality, ECO-CEC is a joint venture between an Iranian company, PIDEC, and TURKPAK - which itself is a joint enterprise between two Turkish companies, TUMAS and TUSTAS, and one Pakistani company, NESPAK. The Iranian company holds one-third equity shares of ECO-CEC, while the rest lie with TURKPAK. The equity holding of TURKPAK is divided equally between Turkey and Pakistan.The Iranian and Turkish Companies specialize mainly in oil and gas pipelines, refineries, petrochemical and industrial engineering, while the Pakistani partner in all other fields of development engineering, including communication, power, urban development public health, telecommunications, water resources development and agriculture.
The combined talent resource of the four partners totals well over 3,500 people, all outstanding professionals in their particular field of specialization, which can be drawn on for the specific needs of any ECO-CEC project, large or small.
The expertise and experience at the disposal of ECO-CEC is thus the sum total of the expertise and experience of its share-holder, which, if a project so demands, can be bolstered and added to by hiring suitable expertise or by meaningful associations with specialist firms.
ECO-CEC provides its expertise in the entire range of consultancy operations, starting from conception, project planning and appraisal, through pre-feasibility, feasibility and financial studies, investigation and exploration, site selection to engineering design, material and equipment specifications, construction supervision, contract management, quality control and preparation of technical manuals for the operation and maintenance of the projects.

National Engineering Services Pakistan (Pvt) Ltd., generally known as NESPK, is Pakistan's premier consultancy organization and was established in 1973 as a private limited company in the public sector. The underlying objective for the creation of NESPAK was the desire of the Government to achieve self-sufficiency and reduce dependence on foreign consultants in the engineering consultancy field.
NESPAK started with a professional staff strength of about 20 employees but had to expand very rapidly to meet the enormous work load it was able to generate for itself. It has now a total staff strength of about 2085, including over 1400 professionals, 150 of whom hold M.Sc. and Ph.D degrees mostly from foreign universities. NESPAK is ranked among the top 200 international engineering consultancy firms of the world.
NESPAK provides highly specialized technical consultancy services to its clients at home and abroad in the fields of water resources development, transportation systems, power generation, transmission and distribution, architecture and planning, public health and environmental engineering, engineering for industry, heating, ventilation, air-conditioning and refrigeration, agriculture, livestock and fisheries, computer applications and surveying an mapping.
NESPAK is registered with a number of international funding agencies like the World Bank, Asian Development Bank, Islamic Development Bank, UNDP, etc., and with many overseas clients/executing agencies.
In Pakistan, NESPAK has so far undertaken over 2045 projects, the cumulative cost of which is around US $ 79.60 billion. It has also rendered professional services on 242 overseas projects in 25 countries including Azerbaijan, Bahrain, Benin, Cameroon, Chad, Gambia, Ghana, Guinea, Iran, Iraq, Kazakhstan, Nepal, Nigeria, Oman, Pakistan, Republic of Yemen, Saudi Arabia, Senegal, Sierra Leone, Somalia, Sudan, Syria, Tajikistan, Tanzania and UAE.
Since its founding in 1969 with the encouragement of State Planning Organization, TUMAS has been a leader in the development of engineering services in Turkey. With its ever-growing staff led by a group of permanent, experienced key personnel, TUMAS has successfully performed far reaching engineering services for a multitude of jobs, large and small.
The main objective for the establishment of TUMAS was to develop Turkish engineering capacity. Thus, TUMAS has, from the start, strived to achieve this objective, putting emphasis on specializing in engineering for industrial plants and facilities
Industrial planning and services related to realization of industrial projects still constitute the foremost and the most broadly developed fields of activity of TUMAS. The efforts in this respect have often led TUMAS to successful collaboration with foreign engineering and consulting organizations possessing patents and special know-how. Such joint work has resulted in the transfer of technology to Turkey in a pronounced way. Thus, it became increasingly possible to render, in Turkey, services obtained previously from abroad.
Today, TUMAS is a well qualified and experienced engineering firm in

TUMAS with its manpower capacity and its accumulated experience, is the biggest engineering firm in Turkey and will be in a unique position to provide all the required engineering services in house. The existing number of technical personnel of TUMAS reflects an annual manpower capability of l00,000 man-hours.
TUMAS provides highly specialised technical consultancy services in the fields of petrochemical industry, oil and gas, fertilizer, sugar, chemicals, cellulose and paper, iron and steel, food and agro-industry. It also provides engineering & consultancy services in the fields of crude oil, products & natural gas, infrastructure, plant utilities and off-sites, electronics, telecommunications and system engineering, purchasing, inspection and expediting services and site supervision and control services.
Tustas Sinai Tesisler A.S. (TUSTAS, Industrial Plants Corp.) is a leading engineering consulting firm in Turkey established in 1970, with 64 % state and 36% private sector participation. As a result of long years of successful operation the company has gradually increased its capital to TL 95,000,000,000 as of 1997.

Petrochemical Industries Design and Engineering Co., a leading engineering design and consultancy company in oil, gas and petrochemical industries was established in 1985 as one of the subsidiaries of National Petrochemical Company of Iran(NPC).
In 1994, however, it was transferred, as a private company, to the holding of the Erection and Construction Company (ECC), which was established in August 1989 also with the blessings of the National Petrochemical Company of Iran for the implementation of its projects.
